Combine PDFs and photos into one PDF

A form may ask for one document while your material is spread across a PDF and several photos. You can put them together without converting each file on a separate website.

Example: a document with two supporting photos

Suppose you have a two-page PDF and two JPG photos. Combining them creates a four-page PDF: the two original pages followed by one page for each photo. Only combine them if the receiving site asks for one file. Some forms have separate upload fields for each document.

  1. In the tool, choose Add PDFs or photos and select the PDF and images. Supported photo formats are JPG and PNG.
  2. Select Combine documents and photos.
  3. Use the arrows beside each file to move the whole document or photo. Choose Arrange pages to reorder or remove pages within a PDF. One file card can contain many pages; it does not mean your document was added several times.
  4. Enter the receiving site's limit under Maximum PDF size. This is a target, not a guarantee.
  5. Select Review my PDF. Read the reported size and check the preview before choosing Download PDF.

Check the details that matter

Check that each photo faces the right way, all page edges are visible, and small writing is readable when you zoom in. Check the order and page count too. If a photo needs cropping or rotating, correct the original on your device and add it again.

Photos are fitted onto A4 pages with margins. A landscape photo uses a landscape page. Existing PDF pages retain their page sizes, so a combined file can contain pages of different sizes.

Text and file size

Existing PDF text is preserved when pages are combined. Text photographed on paper remains an image; the tool does not recognize it or make it searchable. Added photos are resized and encoded as JPG images when making a PDF. They may be reduced further to try to meet your limit.

Images already inside an existing PDF are not recompressed. If your result is too large, read the upload-size guide.

Keep the tool tab open while you work. Reloading it or leaving the page clears the working file list. Your original files on your device are unchanged.
